Bow hunters in the Southern Tier will get the first crack when archery season opens Oct. 17, and they should find a healthy deer herd, according to the state Department of Environmental Conservation. Deer populations should be slightly higher than last year in many wildlife management units, the DEC reports. "The deer herd came through winter fine. Early winter was pretty tough on them," said Mike Wasilco, DEC regional wildlife manager. "We did a reproductive study, and looked at the body condition of does. They were all in great shape. Most of them were carrying twins. "We're predicting it should be a pretty decent herd this fall. The harvest was down a little bit last year because of terrible weather the first weekend," Wasilco said. Criminal defense lawyers who practice in federal courts said they don't know what effect, if any, the opinion will have on federal rules, which prevent felons from buying and owning weapons except when a state has restored that right.
