well I dont know if other states are like fl but around here if you are a canoer,kayaker,or anyone that uses the water that does not have a motor on their boat don't have to register them with the state so that means that even though they use the water ways for pleasure they dont have to follow the same guidelines everyone else does. then theirs the people that use the management areas that are not hunters. they dont have to buy management area stamps to use this land but if you hunt there you have to. That is onesided for the simple fact of they use it for the things they love to do eventhough its not huntin its still recreation and they use it as much sometimes even more since you can only hunt so often. But they dont pay a dime to use these areas. I think its time they took a look at who else is using these areas and make them pay as well then you would be creating more revenue to make upgrades but thats just me a dumb ol countryboy that don't know anything
